NAVFAC Hawaii Awards $75M Architect-Engineering Contract to Jacobs and Architects Hawaii JV, Honolulu

JOINT BASE PEARL HARBOR-HICKAM, Hawaii — Naval Facilities Engineering Systems Command (NAVFAC) Hawaii awarded Jacobs and Architects Hawaii JV, Honolulu, Hawaii, a $75,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract Sept. 4 for architectural design and engineering services at various locations under the cognizance of NAVFAC Hawaii.

This five-year contract provides for architectural design and engineering services where work will be performed within the NAVFAC Hawaii area of operations and is expected to be completed by August 2031.

“Awarding this contract provides NAVFAC Hawaii the flexible architectural and engineering capacity needed to advance critical infrastructure projects across our area of operations,” said Capt. Andrew Hunt, executive officer for NAVFAC Hawaii. “Jacobs and Architects Hawaii JV will support the planning, design, and technical analysis necessary to deliver safe, resilient, and mission-ready facilities for our Navy and joint partners.”

The work to be performed provides for, but is not limited to, military construction project documentation (DD Form 1391); functional analysis and concept development workshops, design charrettes; design-build request for proposal construction documents; design-bid-build request for proposal or final design construction documents; engineering studies and reports including site engineering investigation, topographic survey, geotechnical investigation, hazardous material survey, munitions of explosive concern survey, cost and schedule risk analysis; comprehensive interior design; collateral equipment buy packages; and post construction award services.

Fiscal 2026 operation and maintenance (Navy) funds in the amount of $3,000 will be obligated at time of award for the minimum guarantee, and funds will expire at the end of the current fiscal year. This contract was competitively procured via SAM.gov website, with four offers received.

NAVFAC Hawaii, JBPHH, Hawaii is the contracting activity (N62478-26-D-5041).
